Home Equity Conversion Mortgage: A Guide for Seniors

For many homeowners aged 62 and older, the family home represents far more than a place to live: it is often their largest single financial asset, a store of wealth built up over decades of mortgage payments and market appreciation. Yet for all that accumulated value, many retirees find themselves cash-poor and house-rich, struggling to cover rising healthcare costs, property taxes, or everyday expenses while a substantial portion of their net worth sits locked inside their walls. A home equity conversion mortgage, commonly called a HECM, is a federally insured reverse mortgage designed specifically to unlock that trapped equity and convert it into usable cash without forcing the homeowner to sell or make monthly loan payments. Understanding how this unique loan product works, who qualifies for it, and what it truly costs is essential before deciding whether it fits your retirement plan.

What Is a Home Equity Conversion Mortgage?

A home equity conversion mortgage is a reverse mortgage insured by the Federal Housing Administration (FHA), which operates under the U.S. Department of Housing and Urban Development (HUD). The term “reverse mortgage” describes the loan’s core mechanic: instead of the borrower paying the lender each month, the lender pays the borrower. The loan balance grows over time as interest and fees accrue, and the debt is typically repaid only when the borrower permanently moves out, sells the home, or passes away. Because the FHA insures the loan, lenders are protected against losses if the home’s value falls below the outstanding balance, and borrowers are protected by a non-recourse feature that caps what they or their heirs can owe at the home’s appraised value.

The HECM program was created by Congress in 1987 as a way to help older Americans age in place while accessing the wealth they had accumulated in their homes. Since then, it has evolved considerably. Reforms in 2013 and subsequent years tightened borrowing limits, introduced financial assessment requirements, and added protections for non-borrowing spouses. Today, a home equity conversion mortgage is a highly regulated financial product with strict eligibility rules, mandatory counseling, and clear consumer safeguards. It is not a loan to be taken lightly, but for the right borrower in the right circumstances, it can be a powerful retirement tool.

It is also worth distinguishing the HECM from other ways of tapping home equity. A traditional home equity loan or HELOC requires monthly repayments and, in most cases, a steady income stream to qualify. A cash-out refinance replaces your existing mortgage with a larger one, again requiring monthly payments. A HECM, by contrast, requires no monthly mortgage payments as long as you live in the home and meet your obligations. If you are comparing these options, our guide on home equity loan versus mortgage options breaks down how each product differs in structure, cost, and suitability.

How a HECM Works in Practice

When you take out a home equity conversion mortgage, the lender calculates how much you can borrow based on three primary factors: your age (or the age of the youngest borrower if there are co-borrowers), the current appraised value of your home, and current interest rates. Older borrowers generally qualify for larger loan amounts because the lender expects a shorter payout period. The home’s value matters up to the FHA lending limit for HECMs, which is currently set at $1,209,750 for 2025 (and adjusted periodically). If your home is worth more than that limit, your borrowing capacity is based on the limit, not the full appraised value.

Once the loan is approved and closed, you can choose how to receive your funds. The options include:

• Lump sum: A single disbursement of the full available amount at a fixed interest rate.
• Monthly payments: A fixed monthly check for a set term (term option) or for as long as you live in the home (tenure option).
• Line of credit: A flexible draw account you can tap as needed, with the unused portion growing over time.
• Combination: A mix of the above, such as a partial lump sum plus a line of credit for future needs.

The line of credit option deserves special attention because it is unique to reverse mortgages. Unlike a traditional HELOC, the unused credit line on a HECM grows over time at the same rate as the loan’s interest, meaning your available funds can actually increase the longer you leave them untouched. This feature can serve as a growing emergency reserve, a hedge against rising healthcare costs, or a buffer against market downturns. Many financial planners view this as one of the most valuable aspects of the HECM structure.

Because no monthly payments are required, the loan balance rises over time as interest and mortgage insurance premiums accrue. Homeowners are, however, still responsible for paying property taxes, homeowner’s insurance, and maintaining the home in reasonable condition. Failing to meet these obligations can trigger a default and eventually lead to foreclosure. The loan becomes due when the last surviving borrower permanently leaves the home (whether by moving to assisted living, selling, or passing away). At that point, the estate can sell the home to repay the loan, refinance it, or pay off the balance and keep the property. If the home sells for less than the loan balance, the FHA insurance covers the shortfall, and neither the borrower nor the heirs owe the difference.

Eligibility Requirements for a Home Equity Conversion Mortgage

Qualifying for a HECM is more straightforward than qualifying for a traditional mortgage, but it still involves several important requirements. The most fundamental rule is that at least one borrower must be 62 years of age or older. If a younger spouse lives in the home but is not a borrower, special protections apply, though the loan does not become due until the borrowing spouse dies or permanently leaves.

Beyond age, lenders and FHA require the following:

• The home must be your primary residence, meaning you live there for the majority of the year.
• You must own the home outright or have a substantial amount of equity (most or all of any existing mortgage must be paid off at closing using HECM proceeds).
• The property must meet FHA minimum property standards, which may require repairs before closing.
• You must complete a counseling session with a HUD-approved counseling agency, a requirement designed to ensure you fully understand the loan’s terms and implications.
• You must demonstrate the financial capacity to continue paying property taxes, insurance, and basic home maintenance, a review known as financial assessment.

The financial assessment step is where many applications encounter friction. Lenders will review your credit history, income, and assets to determine whether you can realistically keep up with the ongoing costs of homeownership. If your income is too low or your credit history shows significant problems, the lender may require a set-aside from the loan proceeds to cover future tax and insurance payments. This set-aside reduces the amount you can borrow but ensures those obligations are covered, protecting both you and the lender.

Condominiums present an additional wrinkle. The condo project must be FHA-approved, which not all associations are. Single-family homes, townhouses, and some manufactured homes may also qualify, provided they meet FHA standards. If you are uncertain whether your property is eligible, a HUD-approved counselor or a licensed reverse mortgage lender can help you determine that early in the process.

Costs and Fees You Should Expect

A home equity conversion mortgage is not free money, and the costs are front-loaded in ways that differ from a traditional mortgage. The most significant upfront expenses include an origination fee, which is capped by FHA based on the home’s value; an upfront mortgage insurance premium (MIP) of 2 percent of the appraised value or the FHA lending limit, whichever is lower; a third-party appraisal fee; title search and insurance; and closing costs. There is also an ongoing annual MIP of 0.5 percent of the outstanding loan balance, which accrues alongside interest.

Because these costs can add up to thousands of dollars, it is important to weigh them against the benefits the loan provides. For borrowers who plan to stay in their homes for many years and need sustained access to cash, the costs may be justified. For those who need only a small, short-term infusion of cash, a HELOC or home equity loan may be more cost-effective. Our guide on what seniors need to know about HECMs explores these trade-offs in more depth and can help you decide whether the numbers work in your favor.

One useful feature of the HECM is that most of the upfront costs can be financed into the loan itself, meaning you may not need to bring cash to closing. This reduces the immediate financial burden but increases the loan balance from day one. Interest rates on HECMs can be fixed or adjustable. Fixed-rate loans require a lump-sum disbursement, while adjustable-rate loans offer greater flexibility in how you receive funds. The choice depends on your cash flow needs and your tolerance for rate changes over time.

Who Benefits Most from a HECM?

The home equity conversion mortgage is not a one-size-fits-all solution. It tends to work best for specific types of borrowers and situations. Understanding whether you fit one of these profiles can help you make a more informed decision.

Consider a HECM if you meet one or more of the following descriptions:

• You are 62 or older and want to remain in your home for the foreseeable future.
• You have substantial equity but limited liquid savings or monthly income.
• You face rising healthcare costs, long-term care expenses, or regular bills that strain your budget.
• You want to delay claiming Social Security benefits to maximize future payouts.
• You want a growing line of credit to serve as a financial safety net without monthly repayment obligations.

On the other hand, a HECM may not be the right choice if you plan to move within a few years, if you have ample liquid assets and income, or if you want to leave your home to your heirs free and clear without the complication of paying off a reverse mortgage. Heirs are not personally liable for the loan, but they must decide whether to sell the home, refinance it, or pay off the balance to keep it. For some families, that adds an unwelcome layer of complexity during an already difficult time.

It is also worth noting that a HECM can be part of a broader retirement strategy. Some financial planners use a reverse mortgage line of credit as a standby resource, drawing on it only when other assets are down or when unexpected expenses arise. This approach can help preserve investment portfolios during market downturns and reduce the risk of running out of money in retirement. The key is to treat the HECM as one tool among many, not as a last resort or a cure-all.

Steps to Getting a Home Equity Conversion Mortgage

If you have decided that a HECM may be right for you, the process generally follows a predictable sequence. Being prepared can make the experience smoother and help you avoid surprises.

Here is a step-by-step overview of what to expect:

1. Educate yourself: Read up on how HECMs work, what they cost, and what alternatives exist. Express Mortgage Quotes offers a range of articles and tools to help you understand the landscape.
2. Complete HUD counseling: This is mandatory. A HUD-approved counselor will review your situation, answer questions, and issue a certificate you will need to proceed.
3. Get quotes from multiple lenders: Rates, fees, and terms can vary. Comparing offers from several FHA-approved lenders is one of the best ways to ensure you are getting a fair deal.
4. Submit your application and documentation: You will need proof of age, income, assets, and homeowner’s insurance, among other items.
5. Appraisal and underwriting: The lender will order an appraisal and review your financial assessment to confirm eligibility.
6. Close and receive funds: Once approved, you will sign the final paperwork and choose how to receive your money.

Throughout this process, keep in mind that a home equity conversion mortgage is a long-term commitment with significant financial implications. Take your time, ask questions, and do not feel pressured to move faster than you are comfortable with. A reputable lender will welcome your questions and give you the space to make a well-informed decision.

Common Misconceptions About HECMs

Misinformation about reverse mortgages is widespread, and it can prevent eligible homeowners from exploring a tool that might genuinely help them. One persistent myth is that the lender takes ownership of the home. In reality, the borrower retains title and can stay in the home as long as they meet the loan’s obligations. Another myth is that the homeowner can never be forced to move. While the loan does not require monthly payments, failing to pay taxes, insurance, or maintain the property can lead to default and foreclosure, just as with any mortgage.

Some people believe a HECM is only for desperate homeowners with no other options. In truth, many financially stable retirees use a HECM strategically to enhance cash flow, manage risk, or preserve other assets. The loan is simply a financial instrument, and like any instrument, its value depends on how well it fits your circumstances. Finally, there is a common fear that heirs will be stuck with the debt. Federal law protects heirs from owing more than the home is worth, and in many cases, they can sell the home, pay off the loan, and keep any remaining equity.

Understanding these realities can help you evaluate a HECM on its merits rather than on rumors. As with any major financial decision, the best approach is to gather accurate information, consult trusted advisors, and proceed only when you are confident the loan aligns with your goals.

A home equity conversion mortgage can be a valuable resource for older homeowners who want to stay in their homes while accessing the wealth they have built. It is not without costs and complexities, but for the right borrower, it can provide financial flexibility, peace of mind, and a more secure retirement. If you are considering a HECM, take the time to learn how it works, compare offers from multiple lenders, and seek guidance from a HUD-approved counselor. With careful planning, a reverse mortgage can be a sound addition to your retirement strategy.
